Should doctors prescribe exercise?

As a personal trainer I often run into clients or potential clients that come to the gym with recommendations on exercise. I do understand that there is a great amount of schooling that goes into becoming a doctor, but does it give them free reign to prescribe anything dealing with the entire human body. Personally I do think so. I have talked with clients about their prescribes exercise plans and it seems to me that the doctor is doing their best to ensure that they do not get sued or say anything that may potentially, even in an extreme case, get the person hurt. If a person hurts their foot I have had doctors say they can not exercise for 4-6 weeks. My thoughts are well it is your foot but we can work the rest of your body with out any problems. Why would the doctor recommend such a thing. What if this person just got started exercising and they have finally built up a bit of momentum as far as consistently going to the gym and now the doctor is going to say you can’t do anything for 4-6 weeks, it just makes no sense to me.
